The top mob of Switzerland for 1999 is clearly split between power seeking technocrats and charismatic personalities, without a humanistic bridge in between, but otherwise encompassing most aspects of the Swiss society; which in itself is very humanistic! the government consists of the leading opposition leader, the seven members of the Swiss Government (Bundesrat) and its chancellor, apart from the ever faster changing leaders of the large companies and financiers.

Christoph Blocher, Bl/3Pe-95FW, member of parliament, and a self-appointed opposition leader, deregulates the government policy as a white lie in terms of succumbing to Brussels, despite the fact, that his party, through his personal opponent, AO is part of the government. He expresses his anti EU-feelings (9F) in his awareness of how to revitalize the economy based on his entrepreneurial perception (5W) of Switzerland. An upstar lawyer and very successful capitalistic entrepreneur and former army colonel, he heads the conservative Swiss People's Party of  Canton  Zürich, the financial center of Switzerland. He has been instrumental in 3Pe, in establishing and selling the process of many mega mergers and is a winner in the ongoing globalization process. He insists on a path based on his insights and he has created his position power to be able to implement them. He party could get 35% and become the strongest party in the election coming up in October 1999 and then, Ogi and Metzler could be replaced in a coup d'etat...

BR_AO.gif (5077 bytes) Adolf Ogi, AO/5Pw-65wR, the only Swiss People' Party's member of the "Bundesrat", as Minister of Defence ans Sport, is surprisingly, in his oversensitivity, the single tolerant/abstract person who is concerned with defending basic values (6w) and relaxes (5R) with his entrepreneurial engagement for sport in his ambition to have a function in Winter Olympics. He is potentially able to take the initiative to work out the process (5Pw) that keeps the Swiss top mob, which is otherwise split in four factions corresponding to the "magic formula" by which the Swiss government is constituted, in balance. With this team player, the Swiss government has a chance to be a team. It so happens, that his 65-mentality corresponds to the basic Swiss mentality (CH) of endurance. And of course that is where the opposition comes in, in trying to divide the top mob and overrule it via plebiscites. Already in August, her husband, Lukas, an lawyer got into the headlines for overstepping the mark - one is reminded of Elisabeth Koch, the first female Swiss Minister who stumbled across her husband: CASH writes, in the context of deregulation layers (a dossier in her department) on Sept. 9, 1999: "Ruth Metzler  (as Minister for Justice and a member of the Christian Democratic People Party) is obviously having difficulties with the Christian duty to say the whole truth.".. 141.bmp (6118 bytes)

He must make a difference to prevent the isolation of Switzerland: He wants to join the EU as quickly as possible and is eagerly multiplying the necessary processes (8Pm) such as the bilateral negotiations with the EU. In her liveliness she aims for a Swiss mentality without complexes, as a country  that has all the trumps to work out all its objectives (8Ow) and become part of a larger world. As a member of the socialist party, she aims for an understanding of the afflictions and hopes of all people. He requires a lot a personality to get heard in the larger context of Europe at the center of which Switzerland is still a political outsider. He quietly set out to get control over the preparation of the object management (6Op) necessary to substantiate the Swiss arguments in the suggested new role for public transport in Europe (NEAT, the new alpine transversal, Railway 2000). His empathic way to direct negotiations has allowed the breakthrough in the EU-negotiation that make the Swiss transport and communication infrastructure part of Europe. That requires a lot of basic thinking (9D) about how to maximize the budget and the personal punch (7M) to get the associated, but for interest groups, his subjective power is uncomfortably in the interest of the whole. In that sense, the minister for the economy has to be able to deregulate any excuses (6u) against the economic imperative (in favour of undue subsidisation) where this is considered essential (7p) for the economy. So it is no wonder that in a world that is globalized based on economics this newcomer could established his position power very smoothly by moving ahead with his priorities set. He has the quality to set the pace when side-tracking has to be suppressed and thus, in view of the trend, some already see in him the more permanent head of a government after its reform. With this ability he can also make sure, the the French part of Switzerland, where he comes from, does not get ignored by the economically more powerful German part of Switzerland. In view of the Expo 2000-2002 crisis, Couchepin, in September 1999, sixty years after the mobilisation for WW II against the political correctness of Europe, nazism, clearly declared a good  economy more important than culture, and thereby life and the people.
