Human catastrophes are generally long recognized as thinking catastrophes and failures, which is why crises are seldom surprising. In the prevailing mindset neither problems nor puzzles yield often to the first attack. Recall that paradigm and theory resist change and are extremely resilient. Philosophers of science have repeatedly demonstrated that more than one theoretical construction can always be placed upon a given collection of data. In early stages of a paradigm, such theoretical alternatives are easily invented. Once a paradigm is entrenched (and the tools of the paradigm prove useful to solve the problems the paradigm defines), theoretical alternatives are strongly resisted. As in manufacture so in science--retooling is an extravagance to be reserved for the occasion that demands it . Crises provide the opportunity to retool . In the meantime the economy makes progress at reengineering the world but hardly anybody has anymore time to reframe his mind and think about redesigning the now outdated prevailing MOS.

What Kuhn talks about here is the DEFIANCE with which the c3-MOS resists 7Br=preparing to influence others to get ready for more appropriate boundary conditions ! As you know not even economy is here to solve any real, e.g. social problems, let alone personal ones, it is here to make money...
